You could figure out if a given agent was cognitive or not using a proper test. None of the Turing Tests that have been written qualify.

I don’t know anything about Go so I can’t comment on that. However, there has not yet been a proper test of computer against human for chess. There has also not been a completely fair test with Jeopardy. The Jeopardy test is not much of a test. If you limit your questions to those involving trivia then the computer is very strong since it has immediate access to mountains of trivia. However, Jeopardy normally also uses questions involving reasoning. If you limit to those then the computer will be unable to answer any. The button press is also a joke since the computer can respond electronically in less than a millionth of a second versus human neural response which is around a hundredth. Poker easily lends itself to statistical analysis so that isn’t much of a test either.

I get the claims about playing strategy games but none of them actually are. You can create a statistical skeleton of actions.That has nothing to do with strategy.
